I AM directed by Secretary Sir E. Grey to transmit to you herewith, for the information of the Secretary of State for India, a copy of a despatch from His Majesty's Minister at Peking, forwarding a further report on the opium question by Mr. Leech, Councillor to His Majesty's Legation.
I am to inquire whether in Viscount Morley's opinion this report should, with any necessary omissions, be laid before Parliament in due course.
